The Seberang Perai Municipal Council management activities are carried out by nine departments headed by the Municipal Secretary as the Chief Administrator.

The nine departments are as follows;

  1. Internal Audit Unit
  2. Service Administration Department
  3. Legal Department
  4. Treasury Department
  5. Valuation & Property Management Department
  6. Urban Planning & Landscaping Department
  7. Building Department
  8. Engineering Department
  9. Municipal Service & Health Department
  10. Community Affairs Department

Internal Audit Unit

The functions of the Internal Audit Unit are as follows :

  • To ensure that internal control is effective and obeyed entirely.
  • To identify and report any controlling system weaknesses or ineffective procedures to The Honorary.
  • To give sensible suggestions to improve weaknesses in order to ensure that it does not persist.
  • To study the issues that are raised by the Country's Chief Auditor.

Service Administration Department

This is the most important department to the Council Administration. It is responsible for coordination and ascertainment of all actions for any programs and activities planned by the council.

The functions of Service Administration Department are :

  • To carry out the general administration work of the Council and to provide secretarial service to the Advisory Department and Full Council.
  • Responsible in handling all tasks that are related to servicing and occupancy inclusive of staff's welfare.
  • Responsible in managing the logistics, supply and service that are needed by all divisions and Council.
  • To ensure the safety of Council's property.
  • To carry out the general administration work of the Council and to provide secretarial service to all of the Advisory Departments and Full Council.
  • To ensure that the Council's Administrating Management are carried out with properly, efficiently, effectively and satisfying the customer's needs.
  • To create an excellence work culture so that it would strenghten the Council's governing.
  • To manage matters that are related to General Administration, Personnel, and Staff's Welfare, Contract and Supply, Services and Public Relation.
  • To manage the external relationship between Council's governing  with Government Department / Governance Body / other Local Authorities.
  • To streamline the execution of parking system with coupuns.
  • To streamline and ensure smooth implementation of projects and development programs that are organised by Council's technical departments.
  • To streamline programs and Council's development projects also to handle all matters relating to giving out government's land and repossession of privatised land.
  • To manage internal and external training for employees of the Council.
  • To streamline and ensure smoothness of carrying out projects and development programs that is needed by the Council's technical department.
  • Development of Council's information system.

Engineering Department

This department is responsible for the planning and implementation of various development projects by the Council in Seberang Perai.  Other responsibilities include renovation work and provision of public facilities such as public markets, car parks, bus-stops and street lighting.  This department also supervises the traffic systems and earthworks.

The Department's functions include :

  • Control and supervision of traffic system.
  • Control of soil work.
  • To carry out and maintain the Council's projects.
  • To maintain all roads in housing areas around Seberang Perai.

Urban Planning & Landscaping Department

This department's responsibilities include planning control to ensure that developments comply with the Approved Plans and Council's guidelines for development.  It is also responsible for the development of recreation facilities and public parks.  Under the Town and Country Planning Act 1976 (Act 172) which was adopted by MPSP on 1st January 1985, the Council is defined as the Local Planning Authority (LPA).  This department oversees the execution and carrying out of the duties of the LPA for the Council.

The functions of the Urban Planning & Landscaping Department are as follows

  • To prepare structural plan and localisation plan in line with the needs of Urban and Rural Development Act 1976 (Act 172 and Act 1129).
  • To control of housing development, trade businesses and industrial for Seberang Perai.
  • To plan Council's or government projects such as public housing, hawker centre, public markets and recreational facilities.
  • Beautifying and maintaining gardens and landscape.
  • To carry out research in order to summarise the planning and to create an area that is well planned or organised for Local Authorities.
  • To provide summary and advises on planning to department and government agencies, private sector and public.

Community Affairs Department

The functions of the Community Affairs Department are :

  • To supervise and maintain Council's sporting facilities.
  • To produce and expand the sports quality and cultural in line with the current needs of the Seberang Perai's community.
  • To execute and plan sports and cultural development programs.
  • To plan variety of programs, sporting and cultural activities for the Seberang Perai's community.
  • Communication channel / information reception with the public.
  • To handle the public complaint bureau.
  • To produce annual report, MPSP's bulletin and articles that are related to MPSP's programs / activities.
  • Co-ordinating MPSP's formal events.

Licensing Department

The functions of the Licensing Department are :

  • To produce rules for license application and to refer to the technical departments within 30 days from the date of receiving the complete application.
  • To produce the license bill within 30 days after the compliance of the licensing rules.
  • To produce vendor license within 30 days after receiving full license application.
  • To produce offer letter to fill vacant lots in food complexes / public markets within 14 days after Full Council's decision meeting.

Legal Department

This department is responsible for preparing by-laws and enforcement of the laws in the Council’s Administrative jurisdiction.  This include the issuance of compounds to car owners for failure to settle parking charges and taking various court actions on behalf of Council.

The functions of the Legal Department are as follows :

  • To give legal advice.
  • The authorization of law.
  • To represent the Council at prosecuting in Court.
  • Mind mapping, implementing and null & void Secondary Law.
  • To prepare and verify complain papers, accusations and summons.
  • To provide information and screening of all civil cases affidavits.
  • To select panel of lawyers.
  • To prepare and examine letter of contract.
  • To compound wrong doings.
  • To examine contracts, orders and notices.
  • To execute the arrest warrant and summons delivery.

Municipal Service & Health Department

This departments is responsible for preparing a comprehensive, efficient and effective health and urban services to generate a healthy and comfortable living environment. This includes providing cleaning services and managing solid waste systematically. This department also supervises the issuance and control of business, enterprise, hawkers licenses. It is also responsible for the relocation of hawkers as well as providing health clinics, food quality control and infectious disease control.

The functions of the Municipal Service & Health Department are :

  • To carry out cleaning works as well as monitoring of the surroundings.
  • To manage sewage.
  • To produce rubbish obliterate permit, food preparation courses and immunisation.
  • To process all types of business licenses, industrial, fisheries / banner and entertainment.
  • To maintain the rental of markets and Council's hawker complex inclusive of placement of vendors.
  • Clinic services and control over infectious diseases.
  • Controlled and licensing of hawkers and small businesses.
  • Recycling programs and health education.
  • Processing of veterinary animal breeding and meat sellers' licensing.
  • To produce dog license.
  • To produce permit for slaughtering of breeding animals.

Veterinary Unit is responsible for proper control and planning of animal farming including determining suitable locations for different types of animals in order to avoid nuisance to the public.  It also controls the slaughtering of animals to ensure that the meat is suitable for public consumption. This unit is also responsible for the destruction of stray dogs, rodents and crows as well as the capture of other stray animals.

The functions of the Veterinary Unit are :

  • To grant licenses for breeding areas, slaughter houses and hatcheries
  • To grant licenses for dogs
  • To offer advice and discourage nuisance caused by unapproved breeding techniques
  • Capture stray animals
  • Destruction of stray dogs or unlicensed dogs
  • Annihilation of rodents
  • Annihilation of crows
  • Acquiring water and meat samples for laboratory tests

Building Department

This department is responsible for implementing the building control laws within the Council's administration.  The laws include regulations formulated under the Streets, Drainage and Building Act 1974 (Act 133), standardized building by-law and council’s guidelines.  It ensures that buildings are constructed according to the conditions laid out in the Act and by-law above.

The functions of the Building Department are as follows :

  • To authorize control on building construction and occupants of building in Seberang Perai.
  • To provide advice to the Council with regards to building plan control.
  • To control, check and carry out investigation on all additional buildings and buildings that are built without authorisation.
  • To advise other departments on matters relating to the usage of buildings.
  • To design Council's proposed building to be built (if any).

Treasury Department

The treasury department is responsible for the collection of Council’s revenue and the control of expenditure to ensure that the revenue is spent wisely to improve the tax payer's standard of living.

In additional, the department acts as advisor on Council's financial matters and promotes efforts to improve Council’s revenue from other sources besides property assessment.

The functions of this department are as follows :

  • To manage the Council's income sources.
  • To manage the Council's financial responsibilities.
  • To improve, audit and maintain the Council's financial management system.
  • To execute the financial rules that are approve by the Council.
  • Prepare Council's Financial Report and Budget.
  • To report Council's financial status.
  • To manage Council's Information System Development.

Valuation & Property Management  Department

This department is responsible for the valuation of all properties within Seberang Perai as the basis for Council's property assessment tax.  It is responsible for maintaining an up-to-date valuation list to improve Council's revenue which will in turn ensure the improvement of Council's services to the public. It is constantly working towards increasing Council's other revenue through property investments.

The functions of the Valuation Department are :

  • Evaluation of rating.
  • Re-evaluation.
  • Evaluation of capital.
  • To manage Council's property.
  • To process the tax returned.
  • To process tax payers' change of names.
