Assalamualaikum Warahmatullahhi Wabarakatuh and a very good afternoon to all present here today.
Alhamdulillah and let us all express our gratitude to Allah SWT, with His permission and will, we will usher in the year 2020. Congratulations to all Councillors, MBSP staff, wira oren and Seberang Perai residents who have always supported all efforts to make Seberang Perai a low carbon and smart city.
On 16 September 2019, Penang made history when Seberang Perai was elevated to a city, making Penang the one and only city state in Malaysia where every inch of land is governed by City Councils. We should be gratified that Seberang Perai is the largest city in Malaysia, has the uniqueness of a city in which there are towns and villages, is home to a variety of wildlife species found nowhere else in Malaysia except in the Kuala Muda mangrove swamp, a migratory bird lodge, home to 150 species of birds including 38 endangered species that live nowhere else but in the Hutan Pelajaran Air Hitam Dalam, has wira oren who are able to endure the harshness of 3D work (Dirty, Difficult, Dangerous), come rain or shine, defying storms or scorching sun to provide for the Seberang Perai residents. We must be proud to have an inclusive, responsive and creative workforce and community, which enables Seberang Perai to win 12 awards throughout the year 2019, to be listed in the Malaysia Book of Records for six (6) records, pull off seven (7) concurrent management certifications in accordance with ISO standards, achieve the highest recycling rate of 47.16% in Malaysia. Seberang Perai is a city with towns and villages within, share the international stage by the sharing of best practices, accepted the challenge of presenting papers, be a reference point to the cities of the world, and occupy management positions at international organisations such as Executive Committee WeGO and ICLEI Southeast Asia Regional Executive Committee (REXCOM) 2018 - 2021.
This great accomplishment is not by serendipity but a result of scrupulous planning followed by the adequate action. So let us carry on with this momentum, without dilly - dallying, because we have a greater vision to achieve and that is to make Seberang Perai a Low Carbon and Smart City by 2022.
MBSP is determined to be a low carbon city by 2022, a carbon - neutral city by 2030 which is ten years from January 2020 and a zero - carbon city by 2050. MBSP is also committed to work side by side with cities around the globe to address climate change in order to limit global warming of 1.5°C.
MBSP aspires to be a Smart City by 2030 corresponding with the vision of Penang2030. I understand that goals set may seem out of reach and unattainable. However as the saying goes "It Always Seems Impossible Until It’s Done", and in the interest of the people, all MBSP employees pledge to ensure that the objective is met and ergo making it a social contract that will be carried out jointly with the people and stakeholders.
MBSP has “Seberang Perai City, a city for all” as the guiding principle of the MBSP administration. Implementing the Gender Responsive and Participatory Budgeting (GRPB) Penang Model ensures that every cent spent should be people - oriented and benefit people of all walks of life.
Seberang Perai will be the model of localising 17 SDGs which is the New Urban Agenda 2030, in particular Goal 11, “Make cities and human settlements inclusive, safe, resilient and sustainable”.
With the city status, various changes will also be made to the processes and work mechanisms that are outdated, inefficient, substandard and bureaucractic red tape will be improved via elimination and by using contemporary creativity and innovation.
MBSP takes proactive steps to implement the above focus by producing a Seberang Perai Strategic Direction Towards a Smart, Sustainable City for Short, Medium and Long Terms which is a decision moment towards social excellence, in terms of cleanliness, economic growth, social well - being and environmental sustainability.
Planning and priorities without financial allocations are simply pipe dreams, hence MBSP expressed its commitment through its first budget “Seberang Perai Green Budget 2020”. There are eight (8) key priorities of Seberang Perai Green Budget 2020 to be implemented in 2020 ie: RM113.58 million in Cleanliness and Greenery; Green Spaces and Public Maintenance RM10.8 million; Green Transport and Corridor RM9.24 million ; Sustainable Energy Consumption RM28.89 million ; Ensuring Homeownership Capability To Improve Quality of Life RM4.06 million; Climate Change Resilience RM13.64 million; Employee Wellness RM6.71 million; and Institutional Renewal RM6.28 million.
“Seberang Perai Green Budget 2020” realizes the people's hopes of making Seberang Perai Smart Sustainable City in line with Penang2030's vision of "A Family - Focused Green and Smart State That Inspires The Nation" and in line with the 12th Malaysia Plan (12MP) policies and strategies based on three (3) dimensions namely economic empowerment, environmental sustainability and social reengineering. This is the people's money and this is also what the people want. MBSP will ensure that it can be realized.
With the advent of this comprehensive roadmap, MBSP administration will shift towards Global Best Practices focusing on efficient, accountable and transparent governance, through the delivery of the best, most effective services.
Not to neglect to mention, I wish to extend my apologies to the Seberang Perai residents for raising the assessment tax after 15 years of trying to maintain the current rate of assessment. The review of valuation list is inevitable to ensure improved service delivery, to plan local economic growth and improve the quality of life of Seberang Perai residents.
I also understand the plight of the people with the high financial burden for their children’s early year school spending and preparation for the Chinese New Year celebration, and therefore, the assessment tax bill for the First Term 2020 will be at the current rate until all tax appeals and objections are heard and completed by March 2020.
The outcome of the objection will be finalized and the new tax assessment bill for the Second Term 2020 will reflect the new tax rate effective 1 January 2020.
Last but not least, I would like to convey my gratitude to the residents of Seberang Perai as well as the staff of Perai City Council on the accomplishments in 2019. I would also like to take this oppurtunity to bid you a Happy New Year and hope that the year 2020 will herald further success and hand - in - hand we can face the trials of the future, with determination and passion for us to continue to strive to make Seberang Perai an "Aspiring City of Tomorrow".
